Dünya Bankı Azərbaycana birbaşa xarici investisiyalarla bağlı əsas çətinlikləri açıqlayıb. APA-Economics xəbər verir ki, Dünya Bankı xarici birbaşa investisiyaların (XBİ) iqtisadiyyatın digər sektorlarına təsirinin məhdud olduğunu aşkar edib.
Bankın hesabatına görə, Avropa və Mərkəzi Asiya (AMA) regionunun təbii ehtiyatlarla zəngin ölkələrində, o cümlədən Azərbaycana birbaşa xarici investisiyalar əsasən neft, qaz və mədən sektorlarına yönəldilir. Bu investisiyalar qabaqcıl hasilat texnologiyalarının tətbiqinə və dövlət gəlirlərinin artmasına töhfə versə də, qeyd olunan sektorların anklav təbiəti texnologiyanın və məhsuldarlığın iqtisadiyyatın digər sektorlarına ötürülməsini məhdudlaşdırır.
Dünya Bankının qiymətləndirməsinə görə, belə bir investisiya modeli yerli təchizatçı şəbəkələrinin formalaşmasına zəif təsir göstərir və nəticədə qeyri-neft sektorunda geniş əsaslı məhsuldarlıq artımını təmin etmir. Bu baxımdan hesabatda Azərbaycan Qazaxıstan və Rusiya ilə birlikdə qruplaşdırılıb.
Müqayisə üçün qeyd olunur ki, Mərkəzi Avropa ölkələrində (Macarıstan, Rumıniya və Slovakiya) istehsal sektoruna yönəlmiş birbaşa xarici investisiyalar zamanla avtomobil və elektronika komponentləri istehsal edən yerli təchizatçı şəbəkələrinin yaranmasına səbəb olmuş və daha güclü iqtisadi təsir yaratmışdır. Cənub-Şərqi Avropada və Qərbi Balkanlarda bu təsirlər qeyri-bərabər olmuşdur.
Dünya Bankı vurğulayır ki, xarici birbaşa investisiyaların iqtisadiyyata müsbət təsiri avtomatik proses deyil və yerli firmaların texnoloji imkanlarından, institusional mühitdən və investisiyaların sektoral bölgüsündən asılıdır. Hesabata görə, investisiyaların istehsal və emal sənayesinə yönəldilməsi, eləcə də yerli müəssisələrin absorbsiya qabiliyyətinin artırılması təsirlərin gücləndirilməsi üçün vacib şərtlər hesab olunur.
